Speech by the Director of the Institutional Development Center at the closing ceremony of the training program for the Financial Controllers Diploma

Gentlemen, all present.

May I begin my statement today by expressing our deep sense of happiness at the Centre for Public Administration of the University of Benghazi, as we conclude – together with our brothers, financial sector cadres and experts, this pioneering fledgling program between Benghazi Universities is represented in the Center for Public Administration and Institutional Development and the Ministry of Planning and Finance is represented in the Center for Financial Studies and associated good minds and cadres in the Ministry’s organ. We have jointly concluded the 3-month “Financial Controllers’ Diploma Training Programme”. This training project has been the building block of a promising future programme in the development and institutional improvement of the financial sector in preparation for the launch of other policy sectors in our country. It is also a program in which university academic minds communicate with the professional minds and ideas of specialized practitioners with great experience in the sector. It may also be the first bridge that we are all proud to have worshipped our way through the two institutions in order to go together in a clear, gradual and long way; But it is true that this is the path of sectoral regulatory institutional reform that will begin across the financial sector and is the backbone of the comprehensive institutional reform of all sectors of the Libyan State.

After feeling happy with this cooperation, we then have the feelings of gratitude and appreciation to those who deserve it. Many thanks go to those who facilitated the conclusion of this agreement from the leaders of our institutions: Professor Mohamed Ghaith Suleiman, Minister of Finance Sector in charge, and Dr. Ezzedine Al-Dirsi, President of the University of Benghazi, for their support.

And now; I combine gratitude with appreciation, to fully praise for those who have highlighted the idea of institutional improvement through the development of the diploma programme for the training of observers and those who have supported such cooperation from the financial sector; My brothers and friends who are experts in the field and the financial sector who have been proactive in proposing the idea of this founding training programme, headed by Dr. Osama Al-Sahati, one of the first initiators, Dr. Samira Al-Kadiki, who has been a university since the beginning of these efforts, Dr. Siraj Al-Shalimani, Professor Adel Al-Mahjoub and Professor Saeed Ismail, Director of the Centre for Fiscal Studies and Operations Training (Head of the Programme), for his cooperation, communication and strict full supervision of the programme, and Professor Ali Shalawi, from whom I have touched all meanings of respect, sophistication and constructive positive cooperation…. If it wasn’t for these dedicated devotees, we wouldn’t be here. Thanks are also extended to Professor Sa ‘ad Al Awami and Mr. Muqtab Al Mahjoub for their management support of the programme.

Thanks also to the staff of the Centre for Public Administration, who accompanied me in this programme from the beginning of its establishment, namely, Mr. Khaled Al-Araibi, Deputy Director of the Centre and Ms. Afaf Al-Kadiki, who cooperated with the programme from outside the Centre at the beginning of its preparation. Professor Loujain Ogley also joined the programme’s evaluation and follow-up team.

 

One of the pillars of the desired sectoral regulatory institutional reform is planting “Real awareness of its components” Thus…, a pilot programme has been introduced that includes modern and accurate curricula to provide awareness on sound scientific and professional foundations in the field of government management of the financial sector, targeting the category of financial monitors important as the cornerstone of the institutional improvement of the State’s financial system in the future. The training programme varies from the government accounting system and its core themes through understanding of the public budget, audit, government oversight and other key topics. s development “, all of which will contribute to the consolidation of learning skills and the acquisition of knowledge and trends needed for the desired gradual institutional awareness that will, without doubt, serve as the solid basis for future institutional and organizational reform and development. We are sure that the Financial Controller Training Programme through the curriculum offered puts the train on the right silence to run to its hoped-for final stop in the State of modern institutions and administration that everyone awaits and with a beating heart a financial system with its modern modern modern management based on your institutional roles performed by your dignified efforts…..

By the end of this speech, I greet the University of Benghazi and its Center of Public Administration…… May Allah help you all achive the common good,
