I. THE VISION OF THE CENTRE
The Center for Public Administration and Institutional Development was established pursuant to the decision of the Interim Libyan Government in 2019 and seeks to represent a house of research and advisory expertise emanating from the old University of Benghazi in order to assist various Libyan institutions (governmental or non-governmental) relevant to the field in the process of making good decisions and benefiting from the work, activities, studies and publications it provides in the general administrative reform, institutional development and assessment of the organizational impact in various sectors and issues related to the public administration of the State and society.
THE MESSAGE OF THE CENTRE
The Center seeks to provide an accurate research diagnosis on Libya’s research needs in the areas of public administration, sectoral public policies and various related issues that require decision-making by the leadership of the public administration in the country. It also seeks to provide appropriate solutions on public problems in government public administration at planning, legislative, executive, and oversight levels, and to realize the state’s ambitions to manage change in public policies and issues through multiple, integrated and modern scientific and professional means based on new institutional analysis. The Center also seeks, for the first time, to link public administration studies to other university disciplines such as: law, economics, statistics, physical and industrial engineering, business management, urban planning, geographical and other disciplines by providing government decision-making consultations in all sectors of science and occupation of the University of Benghazi and Society.
IMPORTANCE OF THE CENTRE
The Centre’s importance is as follows:
Supporting scientific research at Benghazi University and public administration institutions in Libya.
Provide Libya’s decision makers and public administration leaders with the data and information they need to assist in the policy-making process.
3. To serve Libyan society through scientific studies of all the issues faced by society in the various sectors of public policy as well as public issues that require decisions from the leaders of the public administration.
THE CENTRE’s OBJECTIVES
The Centre aims to achieve the following objectives:
1. Preparation and submission of studies and consultations on the areas of public administration and proposal for institutional development in the government sectors of the State by providing studies and research in the various areas of public administration and institutional reform and adapting quality standards in the field of institutional governance in line with the Libyan national institutional context.
2. Provide continuous assessment on the development and reform of the regulatory dimension of the government administration through the development, regulation and modernization of regulatory policy legislation, as well as regulations and regulatory measures according to the standards recognized in the regulatory quality dimension and work to raise the country’s deterioration at the international level by paying attention to improving its components.
3. Propose and submit studies on the Legislative and Regulatory Impact Assessment-RIA mechanism, which essentially heed the idea that no new legislation should be introduced, led or established, or any future Government legislation and measures in public administration and expenditure without being subject to a RIA legislative and regulatory impact assessment in order to determine the cost balance, returns, disadvantages and positives of any public institutional entitlement. The research also applies to the reform and development of previous legislation at the same time.
4. Propose administrative, economic, social and urban growth policies, propose optimal utilization of natural and human resources, and identify priorities and planning options that articulate general objectives in a practical and detailed manner, providing appropriate options and priorities to State officials with a view to rationalizing the administrative and financial functioning of the public authorities.
5. Provide ongoing evaluation of the performance of the four levels of policy management (planning, legislation, implementation, evaluation and oversight) and the impact of public administration inputs (across governance components and indicators) at these levels.

Presentation of studies on new institutional aspects of urban reconstruction and promotion and the rehabilitation of the existing vacuum in cities’ public urban schemes. The introduction of the “New and pioneering Legal Linkage Strategy for Cities and New Urban Services”, the entitlement that will emerge strongly in the coming period, particularly in the city of Benghazi.
7. Presentation of the proposed new and pioneering strategy (Crisis Management in the Country) in the relevant interrelated sectors, which will be based on the reassessment (National Emergency and Crisis Management Plan) issued in 2007 and updated and further developed in cooperation with the relevant authorities, especially in the light of the new crisis factors created by the spread of the coronavirus-COVID 19 in the world and Libya.
8. Provide training and upgrading courses for public administration personnel in sectoral areas such as airport management, good local urban reconstruction management, small and medium enterprises, crisis management, transparency, institutional integrity and other qualitative training courses such as developing “public policy analyst” skills, “legislative analysis” skills and training in “urban local management analyst” skills.
9. To provide studies on the preparation, design and development of the organizational structures of the organs, ministries, sectors and public interests of the State, including the organizational maps of the departments, departments and units within each ministry and the number of departments, departments and units within each ministry and public interest, detailing the functions and competencies of the higher and central departments and others, and describing the procedures and policies within them and how to reform them and develop them in a harmonious and continuous manner within what is known as a field of public administration development.
10. Dissemination of a specialized series of sectoral studies published on various public policy issues and problems in the country at the national and local levels.
