Issues in public administration and institutional reform

This section of the Centre’s future publications is designed to provide studies and reports on the analysis, description and evaluation of issues of importance to the society and the State in Libya in the field of government administration reform and institutional development based on the outstanding problems of society, citizen and administrative organ of the State. At the helm of these studies is “A planned report on the state of banking administration in Libya based on the Centre’s previous efforts in evaluating banking institutional work, which was translated into the book published jointly with the Central Bank of Libya on” The challenges of the dual banking system “, where we felt that the ideas contained in this book should be transformed into essential features of a report issued by the Centre on the state of banking administration in Libya. A future study is also planned to produce an evaluation report on the “level of national planning in Libya” by following up on the role played by the Libyan National Planning Council “formerly the General Planning Council” in shaping the legislative and operational profiles of the Libyan public administration. In addressing the issues of government administration and institutional reform, the issue of the interactive relationship between anti-corruption entitlement and the tools of institutional reform required for widespread corruption (i.e. basic governance standards) emerges in the context of analysis and evaluation. Now there is a near-ready study on this context for researchers from the Centre that needs further review, scrutiny and time frame expansion. This study is also parallel to a near-ready study by a political scientist and public administration on Libya’s anti-corruption policy in the light of the International Convention against Corruption, which we hope will soon find its way to processing and dissemination.
