The Strategic Plan of the Center:
The Center for Public Administration and Institutional Development at Benghazi University is moving steadily towards establishing the first center of expertise for government development and knowledge dissemination in the field of institutional reform and development in Libya.
A detailed vision and strategic plan for the center’s future will be presented soon, but its broad outlines are embodied in the following main stages:
– Foundational Phase Plan 2019-2021: During this period, the center continued to build its administrative structure and staff. The Center established the Office of Institutional Reform and Development, the Office of Coordination and International Cooperation, and the Training Office, which later evolved into the Training Committee. The center also completed the establishment of its basic system, including its administrative and financial regulations.
– Development Phase Plan: This phase begins in mid-2021 and aims to develop the center’s training sector following the successful experience of joint training with the Libyan Ministry of Finance. This development requires the creation of units such as the “Training Needs Assessment Unit,” the “Pre and Post-Training Program Evaluation Unit,” and the “Preparation of Sectoral Training Curricula and Modules Unit.”
The development phase also hopes to see the establishment of the “Public Policy and National Strategy Building Office” at the center. This office will work on preparing specialized professional reports on public policy sectors in Libya (targeting 20 sectors during this phase). It will also prepare studies on public administration issues and national planning strategies that encompass more than one sectoral public policy (such as sustainable development strategy).
