Statement by the Director of the Centre
We welcome you to the website of the Center for Public Administration and Institutional Development of the University of Benghazi CPAID, which was introduced by Council of Ministers Decision No. 7 of 2019 and the founding decision of the Benghazi University Council No. 28/In 2018, the aim is to meet the challenges of sectoral policy analysis, reform and development of the country’s public administration and government institutions in the levels of planning, legislation, implementation and oversight, and stimulate scientific research and study on institutional reform issues. Also ready to meet the challenge of the development of government agencies in the sectors of the State, which is coming with strength as an inevitable major entitlement that everyone will inevitably face in the coming period.
It is our great hope that this promising research centre will also address issues directly related to key research areas related to the evaluation of sectoral public policies, linking national strategies based on them and managing the required organizational change in the state in all issues and sectors. This centre also offers, for the first time, recent interdisciplinary studies in the local urban governance of Libyan cities. It will be the beginning of the hoped-for future cooperation effort for the development of the country’s local governance system. We hope that the beginning will be with the municipality of Benghazi, where the city is named after the other Libyan cities in the future. We have also signed the Agreement on Institutional Development of the Government Financial System. These efforts began with the launch of the major Government Institutional Training Programme under the name of “The Diploma of Financial Supervisors” from December 2020 to March 2021, which was carried out with praise and in addition to it according to the accepted government administrative training standards and in accordance with the recommendations of the international financial institutions in consultation with the Ministry of Finance of Libya, in particular the International Monetary Fund (IMF), in order to have the desired effect in developing awareness of developing the state’s financial system and general budget and updating the foundations of modern government financial review.
We have also completed cooperation with the Benghazi Security Directorate and the Chamber of Commerce, Industry and Agriculture. Benghazi and the Centre for Law and Society Studies of the University of Benghazi successfully culminated in the first annual National Congress against Crime, which analysed and researched the axes of combating economic, social, institutional, legal and electronic crime, and may initiate significant training cooperation in this field with a view to strengthening the institutional capacities of the security institution through the solidarity of science and the profession.
The establishment of a centre specialized in this idea cannot make its desired impact in the State and society without the University’s institution and its specialized elite taking the task of pushing it forward with greater effort and providing support and potential for more visibility and gradual growth and becoming a partner of sectoral government institutions and an adviser to the executive government by providing sound science and knowledge foundations s role as Libya’s oldest and largest university.
