Terms of reference of the Centre

The Center is responsible for scientific research in the field of public administration and institutional development of State bodies, and for the development and preparation of the necessary elements for the success of this. The Centre is also the competent authority for the provision of services, expert work, consultations and training courses only in the areas of public administration through the research, advisory and training offices on the subjects and areas of this specialization referred to in the article.

In particular, the Centre has the following terms of reference:

1. Designing and developing an integrated plan for scientific research in the fields of public administration in coordination and cooperation with other bodies involved in scientific research inside and outside the University of Benghazi.

2. Communicate with public and private entities and sectors in order to identify the problems of public policies and the issues and problems of government administration that they face and want to find scientific, professional and practical solutions to them.

Collection, archiving and classification of research and studies related to the areas of public administration conducted in the services and development sectors of the country.

4. Conducting research and specialized studies in the areas of public administration in order to serve the general directions of society, as well as conducting quantitative and qualitative experimental research in the same fields.

5. The results of research and studies conducted by the Centre are posted on its own website on the Centre’s official public website at the University of Benghazi and on scientific journals, reports and publications produced and published.

6. Cooperate with local and international bodies in investigating public administration problems in the areas of services, development and management in the country and find appropriate solutions to them.

7. The organization of scientific conferences, workshops, courses and seminars and the provision of training courses to enhance the efficiency of public administration officials in the various sectoral areas of the State.

8. Without prejudice to the competence of the Research and Advisory Centre and other specialized centres of the University, the Centre for Public Administration Studies and Research is the competent body to conduct and supervise specialized training courses in the areas and issues of government administration, except in cases of joint cooperation with the Centres where necessary.

9. Provide consulting work in the various areas of public administration to public and private entities that request it.

Terms of reference of the Director of the Centre

 

1. To manage the Centre’s affairs and management of its technical, financial and administrative affairs.

2. To monitor the functioning of all the organs of the Centre and supervise its employees and work to raise the level of performance and develop and strengthen the work.

3. To prepare of the topics submitted to the Governing Council and implementation of its resolutions.

4. To Implement the decisions of the Chairman of the Board of Directors.

5. To Prepare the draft budget and final account.

6. To exercise all the competencies provided for in this resolution.
